Note: the specific frames I mention aren't accurate; I just generalized the advantages for discussion.
Moves in Tekken 7 fall into for main categories of frames. These are all you really need to know, in lieu of thousands of specific numbers.
1) plus on block - do not attack
2) negative, but safe, on block - you can attack and take momentum
3) punishable/unsafe on block - you get free attacks before they can recover
4) launch punishable on block - you can launch them for a full combo before they can recover
Focus on these and why they matter, then you can expand your knowledge of individual move details. Enjoy!
