Finally we have another permanent unit!
Telestio looks like a solid unit. His main role is a physical damage dealer but he also has some useful buffs/debuffs and interesting skills.
The magic theory debuff sounds decent since it will be stackable with other debuffs. All of his skills are multiple elements with his S3 hitting all enemies! If he hits hard enough then he could be amazing in PvP because of his S3, just like SLagrobos.
The SSR ark doesn't have anything super useful and its an SSR so you can easily skip it.
Since this unit will eventually be in the permanent pool of units, you shouldn't pull super hard for him and we get some free pulls. He still looks like a useful unit to have though.
