Find your Underground Jungle, preferrably above ground and with a body of water. The longer the body of water is, the better for Piranha spawns. Create a small cup above this body of water and fill it with water so there's enough to count as a pond to attract Piranhas, but not high enough to drown in. Set some wood planks into the water near your "boat" and use flails, boomerangs, or controlled magic.
