Stopping Power makes it's long desired return(sort of) in the form of Deadeye, a perk that gives your bullets a chance to do 40% more damage. Even though it's RNG based, I feel it happens often enough to where if you are a consistent killer it will give you a big advantage throughout the game. Give it a whirl!
