I think I finally figured out why horse archers have a hard time being cost effective, besides the fact that they do less DPS initially.

In skirmish mode, the AI controls your units so that they stay out of melee. Because of this, the AI is always moving your units and the archers have to constantly "re calibrate" and cannot fire. If you micro them, however, they do fire. The key therefore is to micro the units you want to fire and to put on skirmish the ones you don't. -- Watch live at https://www.twitch.tv/lewtedhosetw
