The Last of Us Part II is an action-adventure survival horror game played from the third-person perspective. Players can use firearms, bows, improvised weapons, and stealth to defend against hostile humans and cannibalistic creatures infected by a mutated strain of the Cordyceps fungus. The gameplay mechanics in Part II have also expanded upon its predecessor, The Last of Us. In it the player character can traverse the environment more openly by being able to reach higher vantage points by jumping and climbing while playing as the more nimble Ellie. Players can also crawl in a prone position to evade enemies. Throughout the game, players will have a non-player character assisting them. Additionally, large portions of the game are set in Seattle, Washington.
The game also sees the return of "Listen Mode" allowing players to locate enemies through a heightened sense of hearing and spatial awareness, indicated as outlines visible through walls and objects. Additionally, players can collect supplements to upgrade skills in a skill tree. The three main branches of the tree are Survival, Crafting, and Stealth. Survival upgrades improve health, Listen Mode's range, and throw distance. Crafting upgrades allow for melee upgrades, increase to Ellie's crafting speed, and the ability to craft smoke and stun bombs. Stealth upgrades improve prone movement speed, faster stealth kills, and unlock pistol silencers. Part II also introduces guard dogs that can track the player's scent.
Four years after he first met Ellie, Joel and Ellie have been living in Tommy's settlement in Jackson, Wyoming. Ellie meanwhile has made friends with Dina and Jesse, though their relationship is strained due to Dina and Jesse having recently broken up and Dina showing romantic interest in Ellie. Ellie and Dina are then assigned to relieve Joel and Tommy, who are manning an outpost observing the movement of nearby Infected. They're forced to take shelter from a blizzard and have sex while they wait it out. Jesse arrives and warns them Joel and Tommy have gone missing, and they head out to search for them. Meanwhile, a woman named Abby splits from her group and wanders the forest looking for someone when she is attacked by Infected and subsequently saved by Joel and Tommy. Abby leads them to her group's hideout, but it is revealed that they have been tracking Joel this entire time. Abby's group knocks out Tommy while Abby shoots and begins beating Joel. Ellie arrives just in time to witness Abby execute Joel, and swears revenge against Abby and her group.
Frustrated that Jackson does not have the resources to chase Abby's group, the Washington Liberation Front, Tommy heads out to pursue them to their base in Seattle on his own. Tommy's wife Maria authorizes Ellie and Dina to go after Tommy to make sure he stays safe. Upon arriving in Seattle, they find that Tommy has already killed several WLF members and continue to follow his trail, engaging WLF patrols on their way. After an intense encounter with Infected, Ellie is forced to reveal her immunity to Dina, and in turn Dina reveals that she is likely pregnant. The next day, Dina is forced to stay put due to being physically weakened by her pregnancy, leaving Ellie to trail Tommy alone. She then encounters Jesse, who had also followed them to Seattle.
