Most of the times there's a last hidden/untargetable Unit outside of the map!
Temporary solution:
Place a decoy to see where the bullets are coming from and use some aerial CAs to kill it.
If the last hidden/untargetable Unit is a Commando Boss then you have no luck to kill it with CAs,
just surrender or you will waste your time.
