Overcharged Rune Location
Shaman will have to complete several quests around Azeroth in order to obtain this Rune. For the four Notes quests, turn in the quest to the elemental who gave it to you.
Smudged Shaman's Notes Smudged Shaman's Notes
This quest item will drop from Blisterpaw Hyena in Tanaris around /way 43 40.
Begin the quest Purging Earth Purging Earth, which will grant Murky Earth Sapta Murky Earth Sapta. Go to (/way 62 64), drink the Sapta, then complete the quest.
Accept the follow-up quest, Answering Earth's Call Answering Earth's Call.
Charred Shaman's Notes Charred Shaman's Notes
This quest item will drop from Magma Elementals in Searing Gorge.
Begin the quest Purifying Fire Purifying Fire, which will grant Murky Fire Sapta Murky Fire Sapta. Go to (/way 24 72), drink the sapta, then complete the quest.
Accept the follow-up quest, Answering Fire's Call.

This quest item will drop from Slimes in the Hinterlands.
Begin the quest Clarifying Air Clarifying Air, which will grant Murky Air Sapta Murky Air Sapta. Go to (/way 51 46), drink the sapta, then complete the quest.
Accept the follow-up quest, Answering Air's Call.
Waterlogged Shaman's Notes Waterlogged Shaman's Notes
This quest item will drop from Haldarr Trickster and Haldarr Felsworn in Azshara.
Begin the quest, which will grant Murky Water Sapta Murky Water Sapta. Go to (/way 14 49), drink the sapta, then complete the quest.
Accept the follow-up quest, Answering Water's Call.
Once you've received all four quests for answering the elements, travel to Feralas and kill water elementals on the west coast. Each quest will require you to collect three Elemental Essence Elemental Essence, then combine them with a specific elemental fragment (Fragment of Earth Fragment of Earth, Fragment of Air Fragment of Air, Fragment of Fire Fragment of Fire, and Fragment of Water Fragment of Water) you obtained by accepting the quests. Combining the fragments with the Elemental Essence Elemental Essence will produce glowing versions of the fragments (Glowing Fragment of Earth Glowing Fragment of Earth, Glowing Fragment of Air Glowing Fragment of Air, Glowing Fragment of Fire Glowing Fragment of Fire, and Glowing Fragment of Water Glowing Fragment of Water), allowing you to turn in each quest. Keep in mind - you can only hold a maximum of three Elemental Essence Elemental Essence at once.
After turning in all four elemental awakening quests at /way 36 33, Feralas, a level 50 Twilight Dark Shaman will spawn. Defeat them to earn this Rune.
