As a Black Numenorian, he has long life and great skills in sorcery. Many he learned by watching Sauron. He was the Chief Lieutenant after the Ringwraiths and essentially the Captain of Barad-dur, The Black Gate, & commanded the armies of Gorgoroth, communication directly with Sauron.
He communicated so much with Sauron that he served literally as his mouthpiece at the end. Aragorn put an end to him and his evil causing them armies of Mordor to attack as Frodo fought to destroy the One Ring.
