There's good news and bad news. The good news is that PS Plus on PS4 (and PS5) is far better than PS Plus on PC and has a decent selection of games. The bad news is that it still needs work. Especially where PS1, PS2 and PSP games are concerned. It's early days yet, though, and the service will only get better.
