The list is not based off individual power level as a character, hence why certain characters who are meant to be good, because of their variety and tech options are in B-Tier and below. List is based on competitive relevance and potential to excel with the best play style aka switching to ensure the highest win rate possible by abusing their strengths. What also is a key factor in the list is how well all the characters can synergize with the top 10 characters of the list and what role they have for the team or if its worth to put them into a team with the top 10. If you agree with the list, congratulations, because you officially understand the game. If you don't agree, you are probably a net warrior or a casual. This list was made with the opinion of most top players in the community.

Tier Explanation:

Side note: Every Character not shown in the list, isn't even worth their character slot.

S-Tier: The best characters in the game, they have the best move set to abuse the switch play style or have other properties that power creeps everyone below them. Your team should ideally consist out of 3 of them, if you want the best chance to win the most games.

A-Tier: These characters are viable options to combine with any of the top 10 or with characters within the A-Tier. They provide good synergies with the top 10, while as giving options for different strategies or decent/good gimmicks to go against certain players or play styles without dragging down the power level of your team too much. If they are used right, they all can be one of the most annoying characters to play against, but they scale down fast in their power level once your opponent knows how to handle them properly. However, due to fact you can counter them easier than the S-Tier/play around them easier after you get the hang of their strategy, you can't put them higher than A.

B-Tier: Characters in here are not particularly bad, but they are not good enough to compete with any one of the characters listed above them. Their team synergies or abusable tools within their move set are too bad compared to the S- and A-Tier and are bad gimmicks. Countering them or playing around them is even easier than the A-Tier so they should exclusively be used for fun or when you are playing against someone who is way below your level as a player.

C-Tier: Pointless to mention this tier, since we are talking about a competitive setting, but casuals and stylers have the delusion that you can make these characters work somehow by doing theoretically possible Setups, so they lead new players who try improve into a trap and make them focus on useless characters, "because they theoretically can do some good stuff". In reality, these Setups are way too unlikely way too inconsistent to achieve since they are too much time consuming to set up or your opponent can break out of the setup with minimal effort. Other than that their general move sets are outdated, that mentioning half the characters listed here should be a crime, but there are misconceptions in a small fan base of some characters about their potential hence why I felt like mentioning them, even though its not worth doing.

Net Warrior-Tier: These characters are all bad except for Kaguya compared to the S- and A-Tier offline since these characters are used for non switch play styles/strategies. They are A-Tier at best in an offline environment except for Kaguya, because they all get destroyed by the switch play style in good connection. The switch play style is able to dodge and negate all the options within this tier again, except for Kaguya, since there is no switch trading involved in their play styles, so an experienced player with the switch play style will beat the non switch player in nearly every interaction involved. However, this changes in a lag environment, where its nearly impossible to get the precise switches and general timings right to counter. For example, hit the gaps between combo transitions vs. Yugito, Kakashi or Neji, cause its delayed and you will lose more interactions due to the lag since you solely have to execute the perfect timed switches and offensive plays based on your experience and predict without reacting to a play, which is impossible to get down all the time. All strategies within this tier only work in lag because the superior play style which is switching, gets infinitely harder to play in lag, whereas the non switch style isn't affected as much by the lag thus non switch style excels in lag. Kaguya is a special case, she excels in lag more than S- and A-Tier characters, but she is a high A-Tier character on her own in offline. While Tayuya has a unique quality to her she easily gets countered by Sage Danzo teams, but she still has her place in the meta because she counters majority of the roster along with dash cut.

T-Tier: Puppets are so trash, if you still use Puppets in 2021 and expect to win a match against a good player you should uninstall the game.
