Blade Arcus From Shining is one of the many Sega produced licensed fighting games created by a small studio and dumped on a Sony console for a quick buck before being abandoned after a revision or two. Based on the Shining Force series, Battle Arena is the Steam port of EX, which was the first of those revisions. This isn't as complicated as I am making it out to be.

It is a three button game, plus an assist button that draws from a meter. It has chain combos with some loose timing that makes it feel easy to pick up and play, too. It's a game more about thinking of how to manage your resources and spacing properly than it is about going in for big damage combos, which is a refreshing change of pace. The team mechanic is an interesting spin, too. You choose two characters, with one being the character you play as and the other being your assist, and between rounds you can swap them a-la Capcom Fighting Jam.
