The Raft is an aquatic supermax prison in the middle of the Atlantic ocean that was designed to be inescapable. Essentially think of The Raft as the same concept as alcatraz, a massive prison, that is isolated from the rest of society by being placed in the middle of a large body of water… except in The Rafts case it's amplified by 100. Placing the prison in the middle of the ocean prevents basically anyone without gills from escaping.
The raft is operated by the United Nation, but overseen by the US Navy and Thunderbolt Ross, the US secretary of state. Thunderbolt ross has complete jurisdiction over who is sent to the raft, as the raft is used to detain enhanced individuals who violate the Sokovia accords.
