If you've never made a mod before or have little knowledge, this official guide from GSC will help you along. Not with the technical details, of course, but a general overview, including uploading to both respective websites, mod.io and Steam Workshop. Among other details, you cannot change .dll or .exe files, but we already knew newer modding would be more... limited, and that seems to be the community consensus. "Better than nothing, but the OGs are still better to mod."
As the Discord announcement goes:

"Modify the Zone in S.T.A.L.K.E.R.: Legends of the Zone Trilogy — Enhanced Edition now deeper than ever.
The Zone unlocks new possibilities for those brave enough to look beneath its surface. We've updated the modding guide for Legend of the Zone Enhanced Edition, adding tools that enable you to work directly with configs, shaders, and other game resources to create and publish your mods on the Steam Workshop.
Packing config files and shaders is now possible. The guide includes step-by-step instructions for preparing your mods, along with descriptions of the new toolset, opening the way for deeper manipulation of the game’s structure.
This is just the first step. We’re working towards enabling modification of all game resources in the future. Both the guide and available tools will continue to evolve and expand."


I guess we'll just have to see what comes out of this. People are already waiting for GAMMA and Anomaly to be made out of the enhanced editions, and as far as it is a meme, I'm sure it's a genuine hope for some, which truly speaks for the state of our community.
