Ugh, so weird, I feel high as hell right now. What the hell is with the background? It's so weird too. The music makes me dizzy just like the orb of confusion from that SpongeBob episode Mermaid Man an Barnacle Boy III. Death 13 from Jojo's Bizarre Adventure is the weirdest fighting game boss ever and I doubt that it is even that hard. Just randomly came across (I think) in Story Mode, and you will not come across this in Super Story Mode (only the PS1 version) where there are also mini-games and enemy battles not seen on the Character Selection screen. N'Dool isn't even that hard either and Mannish Boy is, I doubt he's hard too.
