THIS CLOCK MAKES NO SENSE! Room 208 (Part 1)

I have no idea why but this clock solution makes no sense to me. I drew a diagram and everything and what they say the solution should be is not what it is. Not only that but the clock shows one time but when you click on it, it tells you a different time. So, I'm not sure what time we're supposed to start with.
