It looks ridiculous at first glance and yet it contains some absolutely amazing logic. This is one of those puzzles which makes you hope ICHTUES is spending a lot of time working on profoundly difficult problems because minds like this are not two-a-penny!!

Rules:
Normal sudoku rules apply. Clues outside the grid indicate the sum of the digits sandwiched between the 1 and 9 in that row/column. Digits along an arrow must sum to the digit in that arrow’s circle (ie in this puzzle all arrow tips must contain the same digit as their circle!).
