This can be done in any level as long as the gametype permits Titans. You will need the Plasma Railgun which unlocks at level 12 for your Titan and the Instant Shot upgrade that unlocks after 10 Titan Kills. Once you acquired the weapon eqip it in your loadout and go in a match and destroy an occupied Titan. When you see the enemy shoot up into the air, aim for him and take your shot. It is better if the enemy doesn't cloak on eject but you have no control over that. The achievement will pop after the match has completed.
