This can be done on any level but I had success on the Campaign level "Assault On The Sentinel". You need to be at least level 21 to acquire the Arc Cannon for your Titan. The trick is to find a group of five or more grunts and Spectres close together. You may have to wait for more to arrive via drop pods. Once there are enough hold the right trigger to charge your shot and fire at one of the enemies. The shot will then chain to the others, killing them in the process.
