I don't understand all the mechanics myself, and there may be more to discover, but I do know that 402 Speed (which Darkrai barely gets at Lv. 100 at Effort Level 10 without a +Speed nature) gives you the lowest possible action time of 5. Couple that with frequent use of an agile style priority move (Shadow Sneak) and things like this become possible. Pretty busted!
