I have to explain some things.
In order to do this list, I considered only "Breakthrough" movepools of normal characters. I purposefully did *NOT* take into consideration fusions and the likes, because that would have made the Top 10 pretty obvious.
I also excluded Super Buu's Absorption from this Top 10 because I considered it be more like a fusion than an actual transformation. Not to mention, I've been careful to perform these Ultimates without having Ki Atk% boosts/Def% drops, which would have otherwise changed the results.
Lastly, I've made some "half points" here and there because the difference in damage was neglectable, but those moves were still technically different.

I'll make another Top 10 about the moves I've excluded here, don't worry!
