How I made it:
Made in blender. I took the in game model and then animated it along with A wireframe and some materials. I used the graffiti texture and an image of the in game world together to create the morphing background. I then put A volume scatter shaded cube in for the soft lighting effect. I rendered this in blender using the EVEE engine.
