I've tested this frame by frame and its true (not the jabs at the start that was just building damage). In this video the other player is holding up the entire time (including after the hit, so the DI wasnt good), meaning that they would have done neutral get up as soon as possible (which like all getup options is invincible frame 1).

This was done at 40% with fair to start the jablock sequence. It works between 35% and 74% on Cloud (whilst hes holding up), and strong nair can be used between 26% and 35%.

After sing, you can rest for damage or mid stage kills, or go for Fsmash by the ledge which can kill super early. So basically, don't miss techs against Puff.

If for some reason it's not true, please let me know so i don't look stupid, but ive tested frame by frame and I'm certain it is true.
