This is a mod for The Elder Scrolls IV: Oblivion that was created by the user reznod called "Reznod Mannequins", which allows you to display weapons and armour by dropping mannequins and modifying their inventory.

You can even change the position/poses of mannequins, however this doesn't always work from my experience. Especially the spell-related poses.
