as you can see i was obligated to use cheats because the power jump costs 999 flower points to use once which is impossible to achieve in the vanilla game through legitimate means
the 30 power jump badges were obtained legitimately, however. you can buy power jump badges from the pianta parlor by converting your coins to piantas, so i sold all the badges i wasn't using and bought as many power jumps as i had badge points and dedicated all 30 of my badge points to the 30 power jumps.
as far as i know there's no cap to the damage that can be done, but you'll never have 999 flower points without cheats. I found that 6 power jump badges is probably the best for using this move legitimately (the move will cost 64 FP to use once), i don't know how much damage it'd do though.
