I found the memory addresses for one of the AI cars power band using cheat engine. As you can see in the video you can modify these values during a race to make a car weak, or so powerful it can't even drive.

In this video we give a Nissan R390 GT1 Race Car many different power bands, from a few thousand bhp all the way to a million bhp just to watch the AI struggle to move at all.
