Basically: turn 180 once you drop down, he'll always be running on that bridge at the start of the fight. You got a couple seconds to deal one burst of damage (quad rockets or maybe just the super shotgun in his face if you manage to meet him halfway on the bridge), then micromissiles. Use the upgrade that increases their damage for maximum efficiency. After that, you only need a little extra to stagger him for good; I went for the super shotgun but it's probably better to just poke with uzis or similar. Then you can just melt him with the boomer - doubt anything has higher dps than that.
