In this video I explain how the internal controller support works for Tomb Raider II on the PC, the limitations it has and why it could work for you if you can't get JoyToKey to work, or why when using JoyToKey controls might be funky and unresponsive.
Quick rundown of limitations: You cannot assign the D-pad or any analog control to any actions and the left analog is always set to move Lara. This analog control does not have range, so she doesn't move slower if you move the analog stick just a little bit. This limitation means that an XInput controller, while recognizable by the game, won't let you assign the D-pad, analog sticks or trigger controls to any function. Also, apparently going back in menus require you to press Esc on your keyboard as none of the controller buttons seem to do that.
Personal recommendations: The Logitech Dual Action and the Logitech F310/510/710 in DirectInput mode work wonderfully when using the left analog/D-pad swap mode, there's also a small PS1 to USB adapter (it looks like this: https://images-na.ssl-images-amazon.com/images/I/510wINqsP%2BL._SL1200_.jpg ) that works out of the box due to the way it's designed that the D-pad works as the left analog when you have your PS1 controller in normal, non-analog mode (with the light off).
