Axel doesn't have the shockwave. It was given to Mr. Slam to deal weak damage when he misses with his front loader special. Now Axel shoots this one missile that needs to land a hit on a car, just so the other missiles can track that car down. It can be hard to use on a moving car because the enemies likes to move around a lot with their infinite turbos like they do in Twisted Metal Black. It requires good aim.
