This is the arcade game "Uchu"= Space, "Daisakusen"= Large Maneuver, "Choco"=Little, Vader. Contactee Made by Namco in 2002 it's a colletion of different alien related sightings and events around the world twisted into a bunch of loosely related mini-games. It is quite interesting and entertaining for all.
If you have a chance I recommend trying it on Mame!
