This is Mega Man Shattered Diamond, a Mega Man fangame created by Team Circadia. This is the most recent demo they've released, currently available at: https://gamejolt.com/games/mmsd/863724. For full disclosure I am currently a tester on this project.

Proto Man is the next character I'm trying out. Very Powerful character, but he has severe drawbacks, including double damage and knockback! The shield more than makes up for it though, as long as you're careful and choose your shots well.
