The RX 470 is one of the newest AMD Graphics Processors, along with the 460 and the mainline 480, that are running a new optimized infrastructure that pulls substantially less power from the PSU (a common problem with AMD GPUs) and also generates less heat, leading to a leaner, more powerful, and easier to cool card at a budget price. They were released to compete with NVidia's 1080 line, and while they don't reach that level of performance, they're also half the price and hold their own extremely well with 90% of modern games.
