In Order to unlock the 1973 Pygmalion SSR muscle car, you need to complete the Pepper Stash challenge "Getaway" in Far Cry 5. This unique muscle car can be found in McCallough's Garage located in the west of Faith's Region.

HOW TO UNLOCK SECRET VEHICLE "1973 Pygmalion SSR"

Go to the Back of the Garage and smash the door covered with wooden planks. Open up the second garage with the button inside and find a small crawlspace inside. At the end of it is the key for the main garage that unlocks the shop and the "1973 Pygmalion SSR" muscle car. You also complete the Getaway Pepper Stash.
