Lightweight Chassis Pro is unlocked by getting 60 seconds of air with lightweight chassis equipped.

Find any place with a big jump. Jumps are everywhere all over the city. I used the rings at The Beltway. Get some speed and take the jump to accumulate air time. You can see when/how much air you're getting in the bottom right of the screen.
