Reinforced Chassis Pro is unlocked by scoring 10 takedowns on cops with reinforced chassis equipped. This can be done easily by ramming a cop car to score a takedown and start a pursuit. Cops will then continually spawn in behind you, so do a 180 and score some head on takedowns.
