Unreal Tournament 221 has a functioning and beatable capture the flag tutorial. In order to play it, start the game, hit the ~ key to open the console, then type in "open ctf-tutorial?game=botpack.training.ctf".

The only differences are wording changes in what the narrator says due to the HUD being different in 221 and the bots spawned.
