Cancelled a few years back to concentrate on Fortnite, Epic abandoned "UT 4" and removed it from their servers. The people that run the community servers have continued to make balance changes and fixes for the game. For all intents and purposes it's still completely playable, thanks to a talented community that cares more about the series than Epic themselves.
