In Cities: Skylines 2, services matter and Hilland Bay was seriously falling behind. In this episode, we fix that by adding a second police station to fight rising crime and finally placing a post office to keep our citizens happy.

We also start dividing the city into proper districts, laying the groundwork for better service coverage and smarter city planning. The population is growing again, but there’s still more to do.
