Sparta IV is a very naughty ship. Sparta IV is a ship owned and operated by Oboronlogistics LLC; an LLC owned by Russia's Ministry of Defense. Oboronlogistics LLC operates a small fleet of 5 vessels that move military equipment and other supplies between ports.
Sparta IV has been moving military equipment from Tartus, Syria to Novorossiysk, Russia since 2019. This became a violation of The Montreux Convention of 1936 on February 27th, 2022 when Turkey enacted it.
Despite this action, Sparta IV at the direction of the Ministry of Defense of Russia has continued to move military equipment from Syria to Russia through the Turkish Straits.
The Montreux Convention of 1936 governs the passage of military and civilian vessels through the Turkish Straits, which include the Bosporus, the Sea of Marmara, and the Dardanelles. The convention aims to demilitarize the Black Sea by restricting the passage of military ships belonging to non-Black Sea states and regulating the tonnage and duration of stay for those that are allowed to pass.
Ships might violate the Montreux Convention in several ways, such as:
Exceeding Tonnage Limits: Non-Black Sea military vessels are subject to tonnage restrictions. Violations can occur if a vessel with a displacement exceeding the allowed limit enters the straits.
Overstaying Duration: The convention sets a maximum duration of stay for military vessels belonging to non-Black Sea states within the Black Sea. Violations occur if a vessel stays beyond this permitted duration.
Incorrect Declaration: Ships are required to declare their armaments, tonnage, and other relevant details before passage. Providing incorrect or misleading information would constitute a violation.
Unauthorized Activities: Engaging in military exercises or other unauthorized activities within the straits or the Black Sea could be considered a violation.
Carrying Prohibited Materials: The transportation of certain materials, such as weapons and ammunition destined for a belligerent party during times of war, is restricted.
Not Observing Navigation Rules: The convention sets forth specific navigation rules to ensure safe passage through the straits. Failing to adhere to these rules could result in a violation.
Violations of the Montreux Convention can escalate tensions between the violating state and Turkey, as well as other Black Sea littoral states, potentially leading to diplomatic disputes and undermining regional stability.
