contact at the VA as a female and also tells veterans his contact at the VA is his mother-
in-law. However, investigators have identified his contact at the VA as CARRER who is
amale, RIVERA says he can guarantee a 100% disability rating if the veteran does exactly
what he tells them to do and exactly what he tells them to say in exchange for a cash fee.
A records check indicated no prior criminal history for RIVERA,
TARGET SUBJECT CARRER started working at the VA on January 4, 2009, On
February 2, 2020, CARRER was promoted to VA Coach at the Guaynabo Puerto Rico
VA Office. In this role, CARRER supervises a rating team of approximately 20
“employees. The Tating team consists of Veteran Service Representatives responsible for
adjudicating (granting, denying, confirming and continuing) veteran disability claims.
CARRER is responsible for the workload assignment and attendance of his team.
CARRER uses his position at the VA to ensure that certain veterans receive a 100%
disability rating through the VA regardless of their actual disabilities or lack thereof.

were introduced to RIVERA on December 4, 2024 by another VA Undercover Employee
(UCE-1), UCE-13496 and UCE-2 posed as veterans who wanted to increase their VA

disability percentage. The VA OIG created a fake veteran profile for UCE-13496 and
UCE-2 for this investigation which included an alias name, date of birth (DOB), SSN,
service dates, service location and position title. The profile was made to look like an
ordinary veteran profile that VA employees would routinely work on.
12. On December 5, 2024, during a recorded call, RIVERA assured UCE-2 that
he can get UCE-2 to “100%, guaranteed." Specifically, RIVERA stated that “there is no
way that [UCE-2] will not get there” with RIVERA. RIVERA said that he will tell [UCE-
2} what he has to do and say, because his mother-in-law is going to tell RIVERA what to
say to [UCE-2] and to [UCE-13496], RIVERA, told UCE-2 that “she has the authority
to remove.” Additionally, RIVERA noted that “he has not had a problem in 30 years
with anybody fucking up.”
13. On December 16, 2024, UCE-1 and UCE-2 met with RIVERA in-person and RIVERA
received a $4,000 cash payment from UCE-2. RIVERA confirmed that it would cost
$12,500 for his services as well as 35% of any retroactive payment UCE-2 receives.
RIVERA told UCE-2 that he “will tell him what to do and what to say for each
appaintment, You need the words that T have to give you,..that you have to say,”
RIVERA demonstrated that for a back condition he would direct someone to say that they
could not move more than 10%, 20% or 30% depending on the person. RIVERA
confirmed that he would get UCE-2 to 100% and not to worry. During the in-person
