According to Wikipedia, Death Rally is a top-down perspective racing video game. It was all about being fast and deadly. Races and the game itself were rather short, but with plenty of action. You had a machine gun or two mounted on your car to help you in dealing with your opponents. Additionally you could buy accessories like mines you could drop on the track or spikes installed on the front bumper. You could pay to sabotage one of your opponents' car too. Death Rally was developed by Remedy, later known for Max Payne, and published by Apogee, now known as 3D Realms, hence Duke Nukem's appearance as one of the drivers in the game.
This track is the background music for the last race in the game.
