Here's a no damage playthrough of Virtua Cop's arcade version on the "Hardest" difficulty with only 1 life to start. Played on the Sega Model 2 emulator with a GUN4IR. I also get the max score again (9,999,999).

The higher the difficulty, the faster enemies will shoot. Otherwise, the strategy for score and survival--shooting enemies as fast as possible, maxing out the score multiplier at 9, and getting Justice Shots--doesn't change.
