This video looks at a couple of different ways to take a "hands-off" approach to your settlements in Total War: Wainiriders, rather than ruling directly (which might be time-consuming, expensive, or may simply not be an option in some provinces).

A couple of addenda to the video:

Due to coding restrictions, the option for Nominal Rule will appear even in your homelands. Of course, Nominal Rule is probably an undesirable option in such places, where you can make great use of buildings and recruitment by choosing the Provincial Government upgrade path. Fortunately, if you mistakenly establish Nominal Rule somewhere you don't want, it will only have cost you a minimal investment, and it will be easy to tear it down and build up your Provincial Government stuff.

Another feature of establishing Watch is that population in the province will fall to the lowest level. That makes the province less unruly (more ruly?), but also decreases the income you can squeeze out of it. Essentially, you're setting up military patrols, which keeps the folk in line but decreases the income potential.

Finally, something we'll talk more about in the Provincial Government preview, is that establishing those Provincial Government buildings across your territory actually comes with a cost, representing your faction's rule becoming over-extended. That means Nominal Rule (from the Provincial Oversight path) can be a strategic choice, made to ensure that the faction-wide overextension penalties don't catch up with you too much. In other words, you may elect to keep a province under Nominal Rule because trying to hammer it into your empire - even though that would bring building and recruitment options - may be too much of a drag on your faction overall, and you'd rather take the hit by investing in someplace that is going to bring you greater benefits.
