In this video I go through how the Warden is getting Nerfed for Markarth. Although they did not impact many skills specifically, the Warden class has the largest collection of major and minor buffs in the game. With the big changes to major and minor buffs, this impacts the strength of the Warden quite a bit, magicka and stamina.

As far as the Sub Assault changes go, I don't think they're bad or good. You will do less damage overall with it because you no longer have major breach attached to the skill, but the free second cast of the skill is a welcome change on a class that is so buff intensive. Overall, I think it's just a lateral shift in strength. Less burst, but more functionality and capability to be offensive.
