This is Warlords, the original 1990 PC game by Steve Fawkner, published by SSG. I downloaded this game from MyAbandonWare since it doesn't appear to be for sale anywhere. I still have my copy in a box on floppy disks.

My fondest memory of this game was the silly name of one of the artifacts: The Spear of Ank! For this run I'm playing the Storm Giants with the AI players set to Baron difficulty.
