Stellaris is a few years old now and very much the first of it's genre for Paradox Development Studio. However, the more I see of Victoria 3, the more comparisons I can draw between the two games. Whilst they play in completely different era, they do have underlaying mechanics that are surprisingly similar. Let's take a look at V3's Capacity system and compare it to what we have in Stellaris.
