For run 2, I thought about it a bit more and the character rotation probably depends on the QTE compatibility between characters. For example:

Kira - use weapon active for Eden QTE, no easy way for Ai QTE, has to rely on Ai igniting for herself
Eden - QTE or Ensemble Playing after ult both give time fracture for Ai QTE
Ai - use weapon active for Eden QTE

Kira only takes the field when she ults, outside of that Eden and Ai alternate and need to be able to QTE each other. I think that's the idea!
