This is one way to do this quest. It takes about 5-10 minutes at most for a shrine to activate. I decided to camp one. You can roam around until you find one however. Depending on how many people are on the island this may take more or less time.

Quest Objective:

"Find an active Time-Lost Shrine and request a blessing from the Celestials."

This quest takes place on the Timeless Isle region of Pandaria.
