Weiss was tough! But like all tough enemies, they must fall!
What you need:
You'll want to have Magnify paired with Haste. As soon as you start, use Haste. Always try to keep Haste up. Weiss targets whoever you're controlling so he wont attack the other team members as long as you dont switch character.
Use one of the other characters of your choice to cast Barrier on Cloud. Remember to refresh both when necessary.
Having the Parry materia makes you more mobile whilst being able to defend yourself, holding R1 and pressing circle to dodge away from Weiss, this is very important as when you dodge away from Weiss' incoming " ! " attacks, upon successful dodging Weiss will be pressured, this is what you want! Try and get him pressured in the first phase.
Whenever he is pressured, hit him once or twice, charge up an ATB bar and use the Focused Thrust to stack up the pressure! You can also use Tifa's Focused Strike to help build up the pressure. Keep dodging and pressure building Weiss until he gets staggered.
When Weiss gets staggered:
Aerith with the Ray of Judgment right away to build up the stagger percentage.
Also use Tifa's True Strike to again build stagger percentage.
As for Cloud Switch to Punisher mode and start attacking.
Preparation for phase 2, have Aerith put down an Arcane Ward spell so you can bombard Weiss with double spell casts. Go for Firagas and Thundagas.
As Cloud and Aerith have more MP, I'd suggest having them be the main spell casters. With this you should be able to take down his health significantly.
When Weiss changes to phase 2, have your character standing in the Arcane Ward and start casting spells! Try to keep up the pressure and stop Weiss from Healing from the Rejuvenation.
When Weiss then switches modes back to dual swords, you better be rocking the Reprieve perk as the attack called Immaculate End pops, he will hit you for 9999 damage. With the Reprieve perk youll survive with 1HP so get to healing asap! Remember that he only attacks the character you're controlling! Keep up the pressure and you'll eventually stagger him again and rinse repeat and you'll have Weiss defeated!

Purple Pain
Supreme Bracer
Transference Module (Probably shoulve swapped this to Cloud when i think of it...)
Materia:
Elemental-Healing (elemental can be switched to whatever you'd like), First Strike-Barrier, HP Up, HP Up, Carbunkle Summon (Should be free on PSN store)
Synergy-Fire, Revival.
Accessory: Transference Module
Aerith:
Reinforced Staff
Supreme Bracer
Healing Carcanet.
Materia:
Magic Up-Magic Up, HP Up-HP Up, Healing-Revival, Leaviathan.
Elemental-Lightning, Mp Up.
Accessory: Healing Carcanet (Aerith is my dedicated healer)
Note:
This is not the perfect build as it could be miles better. Theres much i couldve mixed and matched to find the optimum build. However, this video goes to show that even with a broken "build" you can still manage to defeat Weiss!
