Can noise pollution be a form of psychological torture? Answer is Yes, most definitely if close enough and for lengthy periods of time.

A loud car, that leaves a drive way is only loud for a few seconds...a person with loud steps on their floor board and their architects can simply go to hell because the decibel occurs for long periods of time. You might as well kill someone and live in prison, the treatment of noise and solidarity would be far greatly imho.👍 Do serial killers embarrass the community? No I honestly think they embarrass themselves with poor infrastructure.
